New Zealand Rugby is becoming increasingly frustrated by the new Japanese franchise's apparent lack of urgency ahead of their introduction to Super Rugby.

The Sunwolves franchise has signed some players, has a venue, a jersey and some good commercial sponsors on board.

But, NZR chief executive Steve Tew says there remains a glaring concern.

"They haven't got a coach and that's the most pressing problem and we're told that'll be resolved before Christmas.

"Clearly that's already too late. I'm not hiding from it."

Former Hurricanes coach Mark Hammett has been linked to the position.
